Should parents apply EEA Family permit

My non-EEA parents are financially solvent and were previously refused twice to have a visit visa.
I'm just confused about applying an EEA family permit for them as they already submitted their financial details for the visit visa purposes.
I started sending money since the last month at the hope that they can apply for EEA family permit through this.
So, I'm looking forward to receiving your kind advice on whether they need to apply for an EEA family permit or a visit visa again as they just would like to visit here
To be eligible for an EEA family permit as the dependent parent of an EEA national you must be able to provide evidence that your parents are financially dependent on you and that you can afford to support both yourself and your parents.
For example, if your parents receive a pension, you must be able to show that their pension covers part of their monthly outgoings and the money you send them directly contributes toward their monthly outgoings.
